About SAFF
The Sustainable Agriculture Financing Facility (SAFF) is an initiative supported by the Ministry of Agriculture, aimed at providing affordable agricultural loans to small and medium-scale farmers, as well as SMEs.
Designed to enhance agricultural productivity and sustainability, SAFF addresses the financing challenges that smallholder farmers often face.
By facilitating access to funding, the program enables farmers to adopt improved farming techniques, invest in essential equipment, and increase their yields, ultimately improving their livelihoods and contributing to the growth of the agricultural sector.

SAFF Requirements
- Must be a Zambian citizen with a Green National Registration Card (NRC)
- Must have 1 to 5 hectares of land with proper documentation (title deed, lease agreement, letter of sale, or letter of offer from traditional leaders)
- Must have been actively farming for the past two consecutive farming seasons
- Must have a valid quotation from SARO for the equipment to be financed
- Must be registered through a Headman or Camp Extension Officer
Application Process
Farmer’s application signed by the Extension Officer and District Agriculture Coordinator’s office.
The farmer submits the application to the bank and is given a voucher.
The farmer redeems the voucher at SARO, equipment is supplied, and SARO is paid by the bank.
